题目有点小错误,是Two thirds而不是Two third.分数的表达法是分子用基数词,分母用序数词.分子如果大于1,分母要用复数形式.
此空是用is.
像half of,most of,many of,much of,以及分数、小数等后面接名词时,谓语动词的单复数形式以后面的名词为准.题中the book是单数,所以用is.
再看一些例子：
Three fifths of the students are girls.
40% of the water is polluted.
大于一但小于二的数,后面如果接可数名词,这个名词要用复数形式,但后面的谓语要用单数.如：
One and a half of the apples is eaten by the boy.一个半苹果被这个小男孩吃掉了.

用is

如果是Two thirds of the book 之后肯定是is，但是，two third of the book，我就不清楚了，估计要用are了吧。（如果可以这么用的话），我是没有见过这样用的。

用is, 这里是想说三分之二的书我都读过了，这里的三分之二的书是一个整体，用单数动词形式表示即可
