这个问题可以从语态上来区别：to do只能当allow用在被动语态的时候才能用,也就是只能是这种形式：
sb be allowed to do sth
He was allowed to drink some wine.
而allow doing 这种用法allow只能用在主动语态中,即：
sb allow doing sth
They allow our taking photo here.
从意义上来分别：
to do 结构中do的发出者是句子的主语(he)；
doing结构中do的发出者不是句子的主语,而是另有他人(we).
