伴随着经济的迅速发展,我国在二氧化碳排放上成为总量仅次于美国的第二大排放国.同时京都议定书的签订、哥本哈根会议的承诺都大大增加了我国碳减排的压力.如何在促进我国经济建设发展的同时实现最大限度的碳减排已经成为一个亟待解决的问题.国际和国内碳减排的手段有多种,但以碳税和碳交易为代表的经济工具是公认的最有效措施之一.目前我国并没有实施碳税,而涉及的碳交易仅仅是清洁发展机制（CDM）项目,其占国际碳交易总量比例较小,不能实现国内有效的减排.本文主要通过碳税和碳交易的对比,结合目前国际经验和我国的现状,对碳税和碳交易做出正确的取舍.

伴随着经济的迅速发展,我国在二氧化碳排放上成为总量仅次于美国的第二大排放国.同时京都议定书的签订、哥本哈根会议的承诺都大大增加了我国碳减排的压力.With the rapid development of economy,China has become the second largest emitting country in total carbon dioxide emissions following the United States.In the same time both the signing of the Kyoto Protocol,and the commitments made in the Copenhagen meeting greatly increases the pressure on China's carbon emission reduction.如何在促进我国经济建设发展的同时实现最大限度的碳减排已经成为一个亟待解决的问题.How to realize maximum carbon emission reduction while promoting the development of China's economic construction has become an urgent problem.国际和国内碳减排的手段有多种,但以碳税和碳交易为代表的经济工具是公认的最有效措施之一.There are several carbon emission reduction means both at home and abroad,but the economic means representative of carbon tax and carbon trading are recognized as one of the most effective means.目前我国并没有实施碳税,而涉及的碳交易仅仅是清洁发展机制（CDM）项目,其占国际碳交易总量比例较小,不能实现国内有效的减排.本文主要通过碳税和碳交易的对比,结合目前国际经验和我国的现状,对碳税和碳交易做出正确的取舍.At present carbon tax is not implemented in China,and the carbon trading involve is the Clear Development Mechanism (CDM) Project only,it accounts for only a small proportion of international total amount of carbon trading,so can not realize effective domestic emission reduction.This paper mainly try to make correct choice of the carbon tax and carbon trading combining the present international experience with China’s current status.

Summary
With the fast improving economy,we have become the secondary carbon dioxide emission country after The US. The pressure of reducing the emission gets more harder as Kyoto Treaty and the promises at Copenhagen Conference.It has been an urgent issue that how to reduce the emission more but in the same time boost our economy's improvement.There are plenty kinds of methods of reducing the emission of carbon dioxide both international and domestic,and one of the most acceptablely effective measure is the economic tool of carbon tax and carbon trading.But now we can't make reduement effectively with no carbon tax and the Clean Development Mechanism(CDM)which is connected to carbon trading but little percentage in the international carbon trade. This artical is going to make a correct choice between carbon tax and carbon trading after the comparence of both ideas and the regarding of the international experiences and our reality.

Abstract
With the rapid development of the economy,China is second only to America,on the gross of the emission of carbon dioxide.Meanwhile,China gets the pressure on the carbon reduction from the sign of the Kyoto Protocol and the promise of the conference in Copenhagen.Therefore,it has been becoming a buring issue to China on how to promote its economic development and realize the utmost carbon reduction at the same time.There are many means of reducting the carbon both at home and abroad,however,the economic tools with the carbon tax and the carbon trading as the representative are one of the most effective measures.At present,the carbon tax hasn't been put into practice in China,while just the Clean Development Mechanism related to the carbon trading,ranking the lower proportion in the gross of the international carbon trading,not able to realize the effective reduction in Chin.The paper makes a correct choice to the carbon tax and carbon trading,by comparing the carbon tax and carbon trading as well as considering the international experience and China's present situation.
