严格说是有区别的:
can't understand表示自己不能接受对方的做法,说法,隐含有不能原谅对方的意思
don't understand则是泛泛而言,多为涉及某方面知识上,学术上的不懂.
而且在口语中,二者的说话的语调也不同

个人认为，前者就说我 确实不明白不理解
后者是说知道事情是怎么进行发展的 但是心情上不能理解不认同。

其实两个都有同一个意思。看语境。can't强调了“没有办法”这个意思。don't就事论事。
