Where did you go?这个是问你过去去了哪里?还原成陈述的句子是 I went to sp.这句子里面的went是实义动词,实义动词变成特殊疑问句时,要加助动词did,然后还原成go,那就变成了where did you go?
而Where are you going?你正打算去哪里?你现在正在去哪里呢?是现在进行时,应用的是be doing sth.那么套上去就是 are going to sp.going是正在去,强调现在进行时,这种含有be动词的句子变成特殊疑问句时,直接用be动词,在这里也就是are,所以就是where are you going?
不需要加to 了,因为where是含有了方向性的 to sp.
