随着我国改革开放的不断深入,社会主义市场经济的不断完善,税收征收管理体制和运行机制在征管模式的推进下,得到了很大的发展,税收征管质量也得到了很大的提高.但作为税务机关征管工作水平的重要尺衡的税收征管质量,其考核是一项综合性很强、复杂度很高的工作,从涉及的范围来讲就相当广泛,以致于其在很大程度就受到了来自于从国际到个人的各类因素的影响和制约.本文就现行征管质量考核体系在基层工作中存在的几个主要问题进行了分析,并对解决这些问题提出了在考核体系中的的一些建议.

As China's reform and opening-up program in depth,and the socialist market economy continues to improve,tax collection management system and operational mechanism in promoting the collection and management model,was much development,tax collection and management quality have been greatly enhanced.But as a collection of the tax authorities and an important value-foot-quality collection and management of taxes,the appraisal is a very complex,complicated the work of a high degree,in terms of the scope of the very wide,so its a large extent on the subject comes from the individuals from the international to the various factors influence and limitations.In this paper,the existing collection and management quality evaluation system at the grassroots level in our work that several major issues were analyzed,and solve these problems in the evaluation system proposed in some of the recommendations.
