Who是指人，that指物，跟which用法差不多，特殊情况除外

that既可指人，又可指物；who只能指物。
that不能用于非限制性定语从句中，而who可以。
至于第一题，如果没有B，选A也是可以的，只能说指人时，除非特殊情况，用who更好。
