I am a student in this university who come to the library for study everyday.I venture to write you a letter about how to improving the library’s service.I would be grateful if you would be kind enough to think of my suggestions.
First and foremost,there is always noise in the library.I strongly recommended that the supervisors should make effective roles so that it can regulate the readers.
Additionally,you can offer some hot water on the first floor so that students can have a drink when they are thirsty.
Last but not least,I will be great honored if you can provided us some new and useful books for many of the books are outdated.
I would like to express my gratitude for your kind consideration.Thank you for your time.I look forward to hearing from you soon.

第一行的 for study 应改成 to study 或 for studying
不确定 “我斗胆” 可以用 venture
第二行的improving 应是 improve
you would 应为 you will

第五行supervisors should 不用 should
第二段写得好,简练有利~
第三段 用 you can 很强硬么... 改成 Providing hot water on the first floor may be a good idea. Students can access to water when they are thirsty.
第四段也不错~,provide 不用加ed 可以在 of the books 后加上 we currently have in the library 准确的说明下是指现在图书馆里的书
最后一段： to hearing 应为 to hear
楼主英文表达能力值得肯定,有些许地方稍微注意下就好了. 偶尔的直译错误也误伤大雅.
总的来说,写得很小心的一篇建议信,各种小心的客套用语 ^__^ 牛!

I am a student in this university who come(s) to the library everyday. I venture to write to you about how to improv(ing?) the library’s service. I would be grateful if you would be kind enough to think of(consider) my suggestions.
First of all, there is always (a lot of/a great deal of )noise in the library. I strongly recommended that the supervisors should make effective roles(rules) so that it(they) can regulate the readers.
Additionally (Secondly), (it would be wonderful) if you can offer(provide) some hot water on the first floor so that students can have a drink when they are thirsty.(why isn't there a cafe in the library?)
Last but not least(Finally), I will be great honored (grateful, not honored unless you're chosen favourably) if you can provided(?) us some new and useful books for (because) many of the books are outdated.
