You are absolutely right! When I was in the college, I passed CET-6 in 1996. But I couldn't speak English fluently! I have worked for a large state-owned enterprise since I graduated in the same year. My company has overseas business. But at the very begginning, I have no chance to go abroad for work. I didn't give up keeping English learning. I use any spare time to study it and strive for opportunity of English training. Now I work at Saudi Arabia.
Nowadays, you can speak English with foreigners (better native English Speaker) on line. There are many English learning websites which are convenient and easy for you to improve your spoken English. Just try it!
Certainly, if you can have a friend who speaks English very well, you will get a dramatically improvement in oral English.
