2.最佳答案是whether.当然这道题的选项没出好.when勉强可以,但不是最佳.先分析一下结构：这是个同位语从句,且先行词与引导词是隔开的,主句是the question came up at the meeting.从句是解释the question的内容,由于从句比较长,所以放后面去了.至于为什么选whether而不选when,是因为从句中已经有个状语to meet the needs of the growing population,暗示句子已经完整而且还带了状语,如果再选when（when作时间状语）,又多了一个状语,有点多余,在强调的问题上显得有点喧宾夺主了.或者从另一方面来解释,按照语言习惯,翻译一下从句：问题是他们能否提供…….若用when则译成他们何时能提供……,注意有个“能”字,所以说强调的问题关键不在时间,而是“能不能”.
