以我个人的理解,这个表达相当的口语化,全句都没有动词.
不加标点：very good the English teacher,这个是错句,the不能放在后面.
very good,the English teacher 类似于很不错,这个英语老师（好别扭的说法,像是学英语的人在蹦单词,不建议这样的口语表达,即使口语中也还是要说The English teacher is very good.）
加了标点,就没有语法错误了,标点前后的意思也没有问题.
其实这个问题不好解释问什么对,但是可以解释不这样做就不对（因为the）.
楼主找本语法书看看,专门看定冠词那一张,the的用法.我待会要出门,你要是追问这个我可能回答不了你了.

简单点说: 因为只要是定冠词the或一般冠词a/an前只能接动词，希望有帮到你!
