I was TO HAVE SEEN him 的意思是,在过去某件事情原本要发生的,但最终没能发生.这时候,你就用be+谓语动词完成式结构.A指的是“将来”.B也是“将来”.C英语中不存在这种结构.
又如:
He was to have left for Germany,but he suddenly fell too ill to move about.
你为啥要执着于about?

我本来上周三要见他,但他没来。
be about to do...就要(正要)干......; be to do...应该干....; be to have done...本来应该干.....= should have done....。根据句意,应该选D,而不是C.
