reply是只经过考虑后的答复比answer要正式一些,answer是口语中一般的应答(如:开门,接电话,应徴等)

reply to表答复谁,答复问题等

reply 是经过一段时间，慎重考虑后给提问者的答复，reply to 是固定的用法
answer是泛指回答，并不是过了很长时间，可能是当场就回答的，answer to 同样是固定搭配

answer不说了，回答的意思，可以是回答问题。
reply是回复，答复，可以是答话，但是一般不是回答问题。
reply to则强调了回复谁，回应谁，更接近回应

answer:回答 answer the question (也可以指接电话 answer the phone)
reply:回复 reply your email / reply to you
answer to: 应该多为名词，the answer to that question is ...
