改革开放30年以来,我国经济总量(GDP)已跃居世界第二,成为世界主要经济体和制造业大国,整个社会对高级专门人才的需求呈现出大批量、多规格、高层次的特点.高等教育必须积极主动地适应经济社会发展对高层次人才需求的变化,不仅要培养具有高水平科学研究能力的学术型人才,而且要培养大量适合于技术开发、推广、经营管理、社会服务的应用型人才.工程硕士专业学位正是顺应这种时代要求发展起来的.工程硕士专业学位自设立之初就明确提出它是与工程领域任职资格相联系的专业学位,与工学硕士处于同一层次,各有侧重.经过十余年的发展,为社会培养了大批高层次应用型人才.2009年,全日制工程硕士专业学位开始招生,进一步优化了我国研究生教育结构,也使工程硕士专业学位的发展面临新的机遇和挑战.回顾工程硕士专业学位的发展历程,可以发现在飞速发展的同时也暴露出一些问题.比如:与工程领域任职资格联系不够紧密;一些高校对于工程硕士专业学位认识存在偏差;由于经验不足,部分高校没有真正摸索到一条适合工程硕士研究生的培养模式;在管理机制上还不健全,等等.
本文侧重于通过构建工程硕士专业学位培养模式与职业资格认证的衔接来促进工程硕士专业学位的长远发展.全文共分为五章.绪论部分主要是阐述选题的背景、意义和国内外研究现状,并确定整体的研究框架.第二章,主要研究我国专业学位和职业资格认证的相关概念和理论依据,提出国内目前专业学位与职业资格认证衔接中存在理解片面、管理混乱、职业岗位体系不完善等一系列的问题.第三章主要论述了我国工程硕士专业学位发展至今暴露出质量不高、与任职资格联系不紧、与企业需求存在差异等问题,同时,以上的原因也导致了工程硕士专业学位在于职业资格认证衔接中高校理念不到位、与行业协会缺乏沟通等问题.第四章,通过调研访谈、典型案例的分析明确在以职业为导向的工程硕士研究生教育改革中政府、行业、高校的具体职能所在.第五章基于上述的研究调查从宏观角度指出工程硕士专业学位的发展需要国家加强引导并给予政策支持,构建工程硕士专业学位与职业资格认证衔接的框架体系;继而又从微观的角度以北京工业大学为例阐述了在工程硕士研究生在组织管理、课程体系、教学内容实践、考核评价标准等各个培养环节中具体的改革设计方案.
