When the members of a debate team practice by citing facts in support of an argument or counterargument, they (are literally) gathering related pieces of information into a single mental folder.
When the members of a debate team practice by citing facts in support of an argument or counterargument, they (are,so to speak,) gathering related pieces of information into a single mental folder.
这里用literally为何就没有so to speak好呢?

literally
translate a passage literally
The city was literally destroyed.
so to speak是插入语 “可以说;所谓”接近于that is
