问题一:看情况,如果中间的形容词是比较特殊的,例如worth,就不能这么用；但是通常情况下,形容词后面可以接不定式.看具体情况换成不定式的被动态也未尝不可
问题二：to doing的出现.意味着to是一个介词,介词后面要接宾语,不一定非要是动名词,例如,they are important to me,跟你提出的结构是差不多的,看你怎么理解吧,如果按照你的来,那么应该是they are adj to doing sth,本质上是一样的,其实都没有问题

to只有在一些固定短语中充当介词是后才可跟ing形式，对于adj+to do的形式就相当于主动表被动，比如说The door is difficult to open.表示门很难开，但门与开的动作是被动的关系。

我觉得你给出的句型就是主动语态，例如
They are generous to donate so much to the local primary school.

They本身就是动作的发出者。你给出的下面两个句型我没怎么见过，口语里面也没用到过。

修饰介词短语的程度的“很”，“非常”用 well, way,不用very. 说明，它不是一个形容词！
如：The tree is well above the roof of the house.
有人将The book is well worth reading. 中的reading 说成是形容词的宾语，扯！
