being investigated now是修饰case的,所以是后置定语.case与它是动宾关系（也叫被动关系,这个案件是被调查的）,所以要用过去分词investigated；又,从now可知,调查是正在进行,所以加了being.
如果去掉being,investigated就表示已经完成了的动作.这跟now显然互相矛盾.
又如：
The question being discussed is of great importance.正在讨论的问题是很重要的问题.

但时态不一样
being investigated表示正在被调查
investigated表示过去被调查的
语法是:
动名词做后置定语, 修饰"炸弹爆炸案"
