我觉得不太对劲,主语是who,“is...company”难道是定语修饰who吗?
我认为who is...company是个主语从句没错，但是好像不是"...的人"，而是“谁经营公司”，是个句子，表示一个不确定的事实，而既然是个事实怎么会“回答问题”呢？所以我觉得后面应该跟“is not clear/remain unclear”之类的，换言之跟be...或remain/keep...当然,这个似乎变成语义问题了。
二楼拿what we need做比较，我觉得不是一个类型的，what是宾语前置了吧？
三楼的回答比较实在，在您的修改中这个句子的结构确实好多了。
