关于第二个问题，应该句子本身就有问题吧，“He said he plans to sell an electric car by 2011”，这里的plans应该改为planed，因为要跟前面的said时态一致。而在翻译方面，你的理解也有错，说这句话的人根本就还没有electric car，他是打算在2011年之前研制出来并且卖出去，所以这句话的翻译应该是他说他打算在2011年之前卖一辆electric car出去。明白了吗？
