HELEN FREELAND, DEPT OF COMMUNITY SERVICES NSW: Well, I think what we just saw was pretty typical of child protection systems right around the country and probably right around the world. What we're getting in NSW is a very high level of reporting, as you said, and not all of those reports are information that we need to get involved with as a statutory child protection agency.
JENNY BROCKIE: Okay, but accepting that perhaps quite, you know, a number of those notifications are not serious cases of abuse, do you accept that sometimes there will be situations where 10 or 15 reports are made and still the case isn't investigated?
HELEN FREELAND: It depends on what the information is. But it's true, a lot of families have a lot of reports coming to DOCS because in NSW a lot of people are mandated to report by law.
JENNY BROCKIE: But again, given that they're mandated to report by law and that some of those cases might not be serious cases, do you think the system's working for the kids that are at serious risk at the moment?
HELEN FREELAND: I think what's happened since the NSW Government put a lot of money into child protection in this State five years ago is there's been a very, very large increase in the number of reports coming to the Department. So it's certainly true that systems are under strain, despite the fact that we've made a lot of improvements in the last five years.
JENNY BROCKIE: But we have seen children dying who are known to the Department, haven't we?
HELEN FREELAND: We've seen children dying in every State and Territory in this country and lots of overseas child protection systems have children dying as well, despite the very best efforts of really compassionate people who are out there doing very hard jobs every day.
