本文以我国志愿服务的国家立法为主题,全文共分四个部分.
第一部分,在全方位上简略阐述了志愿服务的一些相关概念,并对志愿服务的国家立法的理论依据、法律依据和现实依据做出了说明,从总体上对志愿服务的国家立法奠定理论基础.
第二部分,具体探讨我国志愿服务立法的现状.本部分从国家和地方两个层面上介绍了我国志愿服务立法的现状,其中国家的志愿服务立法尚在提案阶段,而地方志愿服务立法又存在着一系列问题,而这些问题产生与国家志愿服务立法的缺失存在必然的联系.
