For this kind of overlapped and complex sentences, I suggest you adopt " Segment Understanding", the method of dividing/segregating sentences into the Segment combining " Part, Verb, and Part". The Part I mentioned can be a subordinate clause ,non-finite verbs or simply a Noun.
After dividing the Segments, you shall pay more attention to the verbs and nouns. In this sentence, they are
"tranches" "yield" "evidence" "administer" "society" "Middle East"
"arose" "city-states" "Mesopotamia" "Iraq"
Now you can see the sentence is about a found evidence that proves one of the Middle East society arises ( ) ,compared to the city-states in Mesopotamia( now in Iraq)
finally you just need to take a look at the adjectives, i.e. simultaneously and independently.
Put them in. That's usually the same sequence of the Segments' position.

打酱油路过。这完全是没有困难制造困难吧。如果考试实战的1分半钟能用语法结构分析做出题来那语法结构分析就是可取的一种做题方法。可惜90%的人都做不到。
而且如果贴出原题的5个选项,根本也不用用到arise with这个点去解题。GMAT的sc题中解题点一般都有2-3个,除非考介词。通过2-3个解题点基本就能把5个选项全部解决。
这题同理,完全没必要用到aris...

另,非要分析语法结构的话,楼上MissEvelynn正解,这题的平行结构是simultaneously with...but also...independently of。遵循“划线部分外一定是对的”这个原则,划线部分内的with必须存在。这个省略了的句子的完整写法应该是:societies arose simultaneously with city-states but societies arose independently of city-states。社会与城市同时出现,但是(这个社会)又独立于城市。你说of的主语是啥?考场上一分半能做到这样的分析SC就是全对的节奏了。Orz
