Bruce claims that the main responsibility for HF lies with the safety department but this is not according to project documentation.The HF specialist did not have any design responsibility,and the comparison with the structural department does not seem appropriate.But Bruce is right in his description of the HF specialist’s role in relation to requirements.
In all the wrong or ambiguous answers the HF specialist or the safety department are mentioned as responsible for HF.How,then,do the interviewees think the HF work in the project is organized?
3.6.Knowledge about organization of HF
The term ‘organization of HF’ relates to the division of tasks between the HF specialist and the departments and to where the HF specialist belonged in the organizational hierarchy.The HF specialists and the supervisor in the safety department were not asked questions about organization of HF.The answers of the remaining 29 respondents are shown in Table 7.Almost half of the interviewees knew the organization of HF,one-fourth knew partly the organization of HF,and more than one-fourth did not know the organization of HF.They knew the organization of HF better than HF responsibilities,but it is key personnel who account for this difference.All the designers who stated that they did not know the organization of HF,mentioned the HF specialist in other parts of the interview.This means that they did know that there was an HF specialist who dealt with HF,but apart from that they did not know the organization of HF.Igor in the instrument department partly knows the organization of HF.When asked about HF responsibilities he claims that there is an HF department,and he repeats this when asked about organization:
‘Again,yes,I think there is a separate department that deals with general issues..sees to that it gets into the specifications and things like that,but apart from that those who work with it ..implement’

While Igor emphasizes general administrative work,his colleague Irma,on the other hand,mentions what other designers have called ‘leg work’,i.e.outreach activities creating dialogue with the designers:
‘..there is a department,..Amy,who goes around checking ..she checks our drawings and gives us feedback.’

‘[HF work] is normally being done through review of drawings ..and person to person contact..’
