statue在指法令法规时一般指成文法（formally written down),由议会或地方议会颁布,同时也可以指章程、条例、规程（组织、机构定的正式规章）
ordinance指法令、条例、指示、训令（an order or a rule made by a goverment or sb. in a position of authority)(正式）
