5.2.6 Vendor Package System Controls
Other plant subsystems,which are purchased as a package,shall be specified with an integral PLC based control system along with associated instrumentation and a local operator interface.
These control systems shall be connected to the operator stations in the control room via the plant Data Highway so that the operator can monitor selected critical parameters and alarms or provide supervisory command inputs such as turning a system on or off.The amount of data transmitted from these systems shall be kept to a minimum.To the extent possible,the same PLC vendor shall be specified for all of these systems in order to simplify plant maintenance work.The following systems may be included in this category:
l Boiler Make-up Water Treatment System
l Seawater Desalination System
l Condensate Polishing System
l Fly Ash handling system
l Complex Water Pump House
l Coal Handing System
l Fuel Oil Pump House
l Hydrogen Generating System
l Sewage Water Treatment System
l CEMS Emissions Monitoring System
The PLC's shall be connected to the DCS through data communication links such as Modbus,Profibus or Control Net for direct control variable transfers.They shall form a self-contained control system that shall continue to function even if other equipment or the communication links are lost.
The Owner may choose not to connect the CEMS System to the plant Data Highway because of regulatory agency requirements for separate electronic data reporting connections.
