According to statistics,a total of more than 500 million disabled persons around the world,and our current number of disabled persons has reached 6,000 million,accounting for about 5% of the total number,involving 1 / 5 of the family.Persons with disabilities as a group of vulnerable groups in society,because of their physical disability,mental characteristics of base hungry and so weak,face exclusion from the normal cultural system crisis,their lack of social recognition,which represents loss of dominant position,their direction and mode of living is different from normal values,even give them the appropriate cultural rights,they can not actively participate in regular or mainstream culture system to,they want to live the lifestyle most people lack this kind of objective conditions .Began to some extent,certain areas out of the mainstream community groups,mainstream cultural system and gradually being marginalized in the process and the situations,their legal rights can not be fully protected.In this paper,a segment of the Jilin garrison communities to investigate the living conditions of persons with disabilities to further analyze the exclusion of persons with disabilities in society by the degree of identity and their level of protection of legitimate rights and interests,and found the problem,so that persons with disabilities for more humane care and social recognition,and weaken the cultural context of exclusion,people with disabilities by raising the social,cultural adaptability,the promotion of disabled persons into mainstream society,so that their legal rights are fully protected.
