首先,他必须要有渊博的学识,这是毋庸置疑的；其次,他必须是一个真正的人,也就是说,他应是一个勇敢,无私并且善良的人.总而言之,一个真正的医学专家,要有自己的操守和道德底线,他不能应一己私利而做出伤害他人,牟取暴利或者违法的事.
而上图这个医生却不切合病人实际,为了自己的利益,不顾职责,开出大量不合理的药方,甚至夸大病情,使病人担惊受怕,显然不是一个合格的专家.

In my point of view,a real expert should do (all) the following:
First of all,it is undoubtly that he is supposed to be knowledgeable; then,he is supposed to be a real man,that is to say,he should be brave,altruistic and kind.In conclusion,a true medical expert is supposed to abide by his own consciousness and morality.He shouldn't do harm to others in his own interests,neither should he reap colossal profits or do anything illegal.
The doctor above,however,does not consider the needs of his patients.He ignored his duty and wrote out many incorrect prescriptions in his own interests.He even made his patients feel worried by exaggerating their conditions.It is quite clear that he is not a good expert.

As far as I'm considered,a real expert should meet the following criterias:

As far as I'm considered,a real expert should meet the following criterias:
Firstly,there is no doubt that he must be knowledgeable.Secondly,he must be a real man.That means ,he must be brave ,selfless,and kind-hearted.All in all, as an authentic medical specialist ,he must have personal integrity . He shouldn't do something that is harmful to the other people and the society just for the seek of his own personal interests.
But the doctor in the picture violated the actual of the patient . He deliberately exaggerated the patient's condition and made a lot of prescriptions which are unreasonable for the patient just for himself. It is obvious that he is not a qualified expert.

In my opinion, a true expert should do the following things:
First of all, he must have profound knowledge,which is beyond doubt;
Second, he must be a real person,that is to say,he should be a brave,selfless and kind person.
All in all, a true medical expert should have their own baseline of ethics and morals,so he was not supposed to do these things which may hurt other people,profiteer or do illegal things.
But the doctor who appear on the above figure did not meet the actual for his own benefit. Regardless of the duties, he writes a lot of irrational prescriptions, and even exaggerates the severities, making the patient afraid, which confirms that he is not a qualified expert.

First,there is no doubt that he must have profound knowledge;Then,he must be a true person,in other words,a brave,selfless and kind-hearted person.In a word,a real medical expert should have their own personal integrity and moral baseline.He can't do some things to hurt others,seek exorbitant profits or break the law for their personal gain.
While this doctor in the picture made lots of unreasonable prescription for his gain regardless of the duties.What's worse,he exaggerationed of the disease to make the patient feel alarmed,obviously not a qualified professor.

From my point of view, a real expert may be provided something as follows:
First of all, he must be no doubt a well-learned intellectual . For the second, he must behave as a decent man .Or in other words, a guy be selfless and virtuopus.
In a word, a real medical expert must stick to personal integrity , be aware of the lowest permissionable level of virtue. He shall not do harm to others just for their own interests or pusure huge and sudden profits or matters betray the law.
However, the doctor in the picture making a large amount of unreasonable prescriptions regardless of the real conditions of patients. He even exaggeratet the patients'condition to make them suffering anxiety. Obviously , he's behaviour is far less than a qualified doctor.
