2.More than one billion poor and vulnerable people living in the world's dry lands, where efforts to achieve the Millennium Development Goals face particular challenges and thus have lagged behind.第一句话中live加ing是现在分词 作 后置定语  原句 前面省略了there are.否则  句子 没有 主句的谓语.

thus have lagged behind的主语是where从句中的主语

where从句中的主语是  efforts 谓语是 face .thus have lagged behind是从句中的并列谓语
