Colleagues
At this moment, billions of people around the world is watching Copenhagen. We are here to express the will and the commitment made, there should be conducive to promoting the human response to climate change, historical process.Stood at this rostrum,I feel the heavy responsibility.
Climate change is a major challenge facing the world today.Curb global warming, save the planet,is mankind's common mission, each country and nation, every business and personal, should be duty-bound to take action.
For nearly three decades,China's modernization achievements have attracted worldwide attention. Here,I would also like to tell you that China attaches great importance to the process of developing climate change, from the Chinese people and the human long-term development of fundamental interests,in order to address climate change has made unremitting efforts and positive contributions.
- China is the first developed and implemented,"National Climate Change Program" developing countri
Response to climate change confidence the international community to achieve consensus, positive efforts and strengthen cooperation.Must always be firmly grasp the following points:
First,to maintain the consistency of the results.Response to climate change is not from scratch, and the international community has fought for decades."United Nations Framework Convention on Climate Change," and the "Kyoto Protocol" is a country after a long arduous efforts to achieve results, embodies the broad consensus of all parties is an international cooperation to address climate change, the legal basis and a guide to action,we must cherish consolidate and develop the .The outcome of this meeting must adhere to and not blurred the basic principles of the Convention and its Protocols must be followed and not deviated from the "Bali road map" of the mandate,
Must be locked and can not deny the consensus already reached and the progress in the negotiations.
Second, adhere to the rules of fairness.Of "common but differentiated responsibilities" principle of international cooperation to address climate change, the core and foundation stone should always be upheld.Modern Industrial Revolution 200 years ago, carbon dioxide emissions in developed countries accounted for 80% of total global emissions. If carbon dioxide emissions is the direct cause of climate change, and who should bear the primary responsibility will not be self-evident.Ignore the historical responsibility, ignoring the per capita emissions and the level of development require only started industrialization in recent decades, there are large numbers of people in absolute poverty in developing countries to assume their due responsibility and capabilities beyond their scope of emission reduction targets,
There is no reason. In developed countries is now a prosperous life, but still maintains much higher than the per capita emissions in developing countries, mostly belonging to consumption-based emissions; In contrast, emissions in developing countries is mainly the survival emissions and emissions from international transfer.Today, there are still 2.4 billion people in the world's coal, charcoal, straw as the main fuel,16 billion people have no access to electricity. To address climate change must be under the framework of sustainable development, overall arrangement, must not be a continuation of poverty and backwardness in developing countries the cost.Developed countries must take the lead in emissions reduction to developing countries to provide substantial financial and technical support, which is not pushed
Shirking its moral responsibility, but also must fulfill legal obligations.Developing countries should be in accordance with national conditions, funding and technology transfer in developed countries, supported by as much as possible to reduce greenhouse gas emissions and adapt to climate change.
Third,goal-oriented rationality. There is a proverb in China:a thousand miles begins with a single step. The West is also proverb:Rome was not built in a day.Response to climate change should not only focus on the long-term,but should be based on the present."Kyoto Protocol" specifies the developed countries to 2012 in the first commitment period of the emissions reduction targets. However, look at the actual implementation, many developed countries, emissions increased rather than decreased.Currently developed countries have announced medium-term emission reduction targets and agreement requirements and expectations of the international community, there is still considerable distance. To determine a long-term direction is necessary,
More important is to focus on the completion of the short and medium-term emission reduction targets, and on to honor commitments already made, and on action.A dozen programs not as good as an action,we should, through practical action,so that people see hope.
Fourth,to ensure the effectiveness of the mechanism.Response to climate change, your actions in the implementation, focusing on mechanisms to protect. The international community should be made under the framework of the Convention, effective institutional arrangements to promote developed countries to honor its promise to the developing countries continue to provide adequate financial support to accelerate the transfer of climate-friendly technology to effectively help developing countries, especially small island States, the least developed countries, landlocked countries,African countries in strengthening capacity building to address climate change.
Finally,I want to emphasize is that the Chinese Government has established the goal to reduce greenhouse gas emissions is taken in accordance with national conditions, autonomous action is the Chinese people and all mankind is responsible, without any conditions, not with any country's emission reduction targets linked to .We stands by its word, line must be fruit, regardless of the outcome reached in this meeting, will steadfastly to achieve, even exceed this goal.
Thanks!
