如果楼上说'it' 指代 "by rigorously enforcing state regulations", 那是不正确的. 这里的'it'指代主语 'the agency', 即: the agency reports that by . , the agency has succeeded in reducing ...
这里考的语法点有点像所谓的 Dangling Modifier, 即从句的主语和主句的主语要一致. 原句里主语是 'the agency', 按照原样的话, 从句的主语是 'industrial pollution'. 为了保持主语一致, 更好的方法是用'the agency' 做主语, 所以是 (E).
(B) 和 (A)是同样的毛病. (C) 和 (D)用的复数代词 'they' 不能指代单数的 'the agency'. 所以选(E)
