“豪华办公楼”现象是指行政机关超过正常办公需要不惜耗费巨资而修建奢华办公楼这一现象.我国政府机构庞大、部门林立,政府新建、扩建豪华办公楼的问题由来已久,虽经过多次整顿和检查,但问题依然存在,而且有愈演愈烈之势.在大力提倡建设执政为民的今天,我们却看到了诸如“天安门”、“白宫”、“布达拉宫”式的政府办公楼,那些本应取之于民、用之于民的公共财政资金却成就了政府官员比奢侈、比豪华的不正之风.行政机关大兴土木兴建豪华办公楼不是为了更好的为人民服务,而是为了自己的享受.他们用纳税人的钱为自己修建官邸,那种比豪华、比奢侈、比排场的行为,完全违背了艰苦朴素的作风以及全心全意为人民服务的行政宗旨.如果政府兴建“豪华办公楼”这种现象迟迟得不到很好的解决,那将严重地影响政府的形象和威信.如何刹住行政机关这股不良的风气成了本文写作的目的.本文首先对“豪华办公楼”现象进行概述,再在此基础上分析其原因,进而探讨抑制行政机关兴建“豪华办公楼”现象的对策.
