摘 要
改革开放以来中国的外汇管理制度发生了几次重大变化,作为世界第三大经济体和拥有13亿人口巨大消费潜力市场的中国,每一次外汇管理策略的变化都是世界各国关注的焦点,世界各地的贸易伙伴和投资商都热切的关注中国外汇管理策略的每一次变化.金融危机的爆发,中国外汇储备遭遇到了前所未有的重创,随着的危机蔓延与深化,中国外汇的管理策略也发生了相应变化来维持国家的金融稳定和经济安全,每一次变动也牵动着世界经济的脉搏,在外汇管理策略的变化上,只有拓展外汇使用渠道,才能在根本上解决外汇储备管理存在的问题.截至2008年3月国家外汇储备余额已达16821.77亿美元.巨额外汇储备给我国宏观经济运行带来了一定的负面影响.本文对我国当前外汇储备的现状及其成因进行了分析,指出贸易双顺差和国外游资的大量涌入是当前外汇储备增长的主要原因.通过对巨额外汇储备的利弊分析,提出了几点政策建议,加强对外汇储备的管理.

Since the reform and opening of China's foreign exchange management system occurred several major change,as the world's third largest economy and has a population of 1.3 billion huge potential market of China,consumption every foreign exchange management strategy of change are the focus of attention of the countries around the world,world trade partners and investment shangdu eager attention to China's foreign exchange management strategy of every change.Financial crisis,China's foreign currency reserves encounters unprecedented hit,as the crisis spread and deepening,China's foreign exchange management strategies also has a corresponding change to maintain national financial stability and economic security,each move also affects the pulse of the world economy,in foreign exchange management strategy of change,only use channels to expand foreign exchange reserves management in solve the existing problems.By March 2008,China's foreign exchange reserves balance has reached 16821.77 billion dollars.Massive foreign exchange reserves to China's macroeconomic operation bring some negative effect.This paper discusses the current situation of foreign exchange reserves and its causes are analyzed,and points out that the trade surplus and foreign liquidity is currently an influx of foreign exchange reserves the main cause of that growth.Based on analyzing the advantages and disadvantages of massive foreign exchange reserves,and puts forward some policy Suggestions to strengthen the management of foreign exchange reserves.
