Administrative power is an external expression of government function,correctly using administrative power realizes public benefits,contructs a strong guarantee of a harmonizing society.Strengthening administrative political moral establishments and perfecting its regulatory system of administrative power,helps to establish the public power of a government,guarantees administrative management can be run smoothly.In the anti-corruption conference of the house of commons of March this year,Premier Wen pointed out that presently,our country's administrative power is problematic in its being too concentrated and lacks a regulatory system,the enforcement of justice is not fair,and the administration either powerless or chaotic,the problems of structuralism and hierarchism is severe,and therefore requires the strengthening of regulations and restrictions of administrative power.This article begins with the basics of administrative powers,its meaning and uniqueness,combining with the situation of our country's transformation process regarding the lack of administrative power regulations,analyzing the importance and necessity of regulating administrative powers from the two different angles of history to reality,discusses the actual processes of regulations using morality establishment and regulation constructions,and makes reasonable suggestions.
