我国是一个自然灾害频繁而又严重的国家,每年都有一些地区遭受干旱、洪涝、滑坡、泥石流、台风、冰雹、霜冻、病虫鼠草等灾害的袭击,地震灾害也时有发生,给人民生命财产造成严重损失.
