All things considered是伴随状态,在考虑了之后,说明已经完成了.
A.All things considering ,things 和consider是被动关系,所以不能用ing形式
C.All things being considered,being表示正在进行的意思.所以不行
D.All things to be considered to be有将来的意思,也不行

第二题：注意：你的语法认识有误：there was nothing to do but do sth，而不是there was nothing to do butdoing，你记错了，只是固定搭配！
第一题：典型的状语从句，而且从句和主句的主语是不一样的，在这种情况，从句的被动语态要省略谓语动词be。
