我国现行的社会养老保险制度是在城乡二元结构背景下建立的,城镇以职工基本养老保险制度为主体；农村养老保险制度则严重滞后,基本停留在家庭保障层次.我国城乡基本养老保险制度差异主要表现为城乡基本养老保险制度设计不同、城乡基本养老保险基金筹集模式不同、城乡基本养老保险参保方式不同、城乡基本养老社会化程度和保障水平差距大、城乡基本养老保险基金社会互济功能差异大等几个方面.按照统筹城乡发展建立农村社会养老保险制度就是要逐步消除过大的、不合理的城乡保障差距,转变城乡差距扩大化机制得以运作的环境,为城乡社会养老保险制度的良性循环机制的建设和逐步实现城乡共同发展创造条件.城乡统筹是解决农村人口老龄化的需要,有利于促进社会公平、改变传统的家庭养老模式；城乡统筹能有效椎动工业化和城市化进程,解决农村社会养老保险过程中的现实困难.
基于城乡统筹视角分析,我国农村社会养老保险制度的发展还很不完善.如何解决好这些问题,让农村社会养老保险发挥其应有的作用,是我国中央政府、地方政府和各级部门的当务之急.本文通过分析总结提出相应解决措施,主要为：建立起城乡间农村社会养老保险的合理衔接制度；加大公共财政对农村养老保险制度的扶持；实现农村养老保险发放形式多元化；尽快对我国农村养老保险进行立法；实现“集体补助”缴费比例固定化；完善新型农村社会养老保险基金管理.
