我记得语法中有个叫垂悬结构的,这里括号中的动作发出者不是executives and federal吗?但是意思不对,为什么它可以这样写呢?如果不是这样理解的话改如何理解?什么情况下不是像我这样的理解呢?另外which是不是修饰drug and alcohol abuse的?
