摘 要
随着经济全球化迅猛发展,贸易保护主义重新抬头,并以新的面孔开始盛行.如何认识这些新贸易保护主义、应对灵活隐蔽的新贸易保护手段及保护本国的贸易产品问题变得尤为重要.为此,本论文以20世纪90年代以来国际贸易保护主义的变化入手分五个部分对国际贸易保护中的文化壁垒问题进行论述.
本文将就新贸易保护下的文化壁垒带来的诸多问题进行深入研究.第一部分介绍新贸易保护主义的产生原因,然后介绍新贸易保护主义主要形式.第二部分论述文化壁垒的形成机制及要素,分别从五个因素分析化壁垒的形成机制,并且提出了文化壁垒的关键要素.第三部分主要阐述了文化壁垒的影响,并分析跨国公司内部的文化壁垒问题.第四部分阐述我们该如何运用文化差异所产生的文化壁垒来保护我国贸易以及我们在“走出去”的过程中应该注意的问题.
通过对国际贸易保护中的文化壁垒问题的整体论述,我们可知: 文化壁垒在一定条件下可作为一种贸易保护手段,且它的特殊性使得其对国际贸易的保护更加有效.我国文化历史悠久,又是人口居世界之首的贸易大国.在当代国际贸易技术发展使运输成本降低甚至可不作为一个主要影响因素的情况下,我国在制订贸易策略时,可适当考虑利用文化壁垒保护本国经济,从而保护本国文化,甚至将我国文化渗透于东道国文化中,促进我国产品的出口.

With the rapid development of economic globalization,the re-emergence of trade protectionism,and the beginning of the prevalence of new faces.How to understand these new trade protectionism should be flexible and covert means of a new trade protection and the protection of its trade products has become particularly important.To this end,this paper to the 20th century,since the 90's the changes in international trade protectionism is divided into five parts to start on international trade protection on the issue of cultural barriers.This article on the new trade barriers under the protection of the cultural problems brought about by an in-depth study.The first part of introducing new causes of trade protectionism,and then on the new main form of trade protectionism.The second part discusses the formation mechanism of cultural barriers and the elements of the five factors from the analysis of barriers to the formation mechanism and made a key element of cultural barriers.The third part focused on the impact of cultural barriers,and analysis of transnational corporations within the issue of cultural barriers.Part IV explains the use of the cultural differences arising from cultural barriers to protect our trade and our "going out" process should pay attention to.The protection of international trade issues in the overall cultural barriers discussed,we can see how:Cultural barriers under certain conditions,can be used as a means of trade protection,and it makes the specificity of its protection in international trade more effective.Chinese culture has a long history,it is the population of the largest in the world trading power.In contemporary international trade and technological development to reduce transportation costs and even from time to time as a major factor in the case of impact,China's strategy in the formulation of trade may be appropriate to consider making use of cultural barriers to protect their own economy,so as to protect their culture,even in the host country of China's cultural infiltration culture,to promote the export of Chinese products.
