论点与LS的朋友不同.我认为慈善救济对乞丐这一社会性质的问题帮助不大甚至弊多于利.只是不太确定LZ说的是社会层面上的乞丐问题还是单方面就乞丐这个群体而论的问题.我的基于前者而写的
asia's economic power house may be humming his way towards modernity and unprecedented prosperity, however,together with those technological and economic attainments, many adverse social problems emerge along the way. beggar is one of those.
upon travelling to China for a few times, you will realise unlike many other countries, beggars in China are far more than just some common social phenomenons but escalating into a phenomenal problem. even in many developed cities like shanghai and beijing, it is not surprise to see beggars from young to old on the streets begging the passer-by to get the money. surprisingly, the population is still increasing over the years. many ascribe the problem to the financial gap between the wealthy and the have-not, some even assert the problem would be solved if more charitable helps could be given by the government and soceity.i only agree half.
poverty may play an important role in causing this problem but certainly not the only and the major one, as far as i know, such problem was never a problem in the countries with the same developed level as China such as brazil and russia or even less-developed countries such as philippine.
if we interpret the problem and see it in a different prospective, we should understand it is not the poverty causing the problem here. the beggars might be extremely poor, however, with arms and legs on their bodies, they certainly can work out a way to raise themselves. apparently, the problem comes from the wrong mindsets of the people which they believe they would rather beg to get the money than work to earn what they deserve.
upon knowing this fact, it is not so hard for us to see that charity will only do more harm than good to the society. to these so-called 'vulnerable group', the unconditional offerings would only make them believe in what they are doing is right and resulting in more lazy people joining them and consuming the fruits of hardwork of others without paying back a penny.
all in all, i do not think the beggar-problem in China would be improved with the help of the charity. instead i think the resources should be saved up to help those who are really in need of help.
