一般都认为答案是C.that,但我认为最佳答案为B.whether.
此题是由It is no longer a question now _______ man can land on the moon.变来的.
不管用that还是whether,它们都是连词引导主语从句,由于主语太长,用形式主语it来代替,将“真主”后置.我们知道,that-引导的从句是一个事实,whether-引导的是一个问题.也就是说,that是由一个陈述句变来的,而whether是由一个一般疑问句变来的.
如whether 从句作主语,则表语通常为：(It is ) not known yet,(it is) a question...
如：it is not known whether he will come.It is a question whether he will come.
而that-从句作主语,则表语则应是（it is) a fact .如It is a fact that he will come.
这道题目中出题者（如果认为答案是that的话）,没有注意no longer和not的区别.
如果是not,答案应该是that:推理如下：
我们不用形式主语,说：Man can land on the moon is a fact ,not a question.
人类能登上月球,这是一个事实,不是一个问题.

其实汉语嫌这个主语太长,用了这个“指称”词“这”
