改成.A lot of time is wasted to discussing unimportant things.是错的,discussing 仍然还保持原来的分词形式,此处作状语,应该改为：

note of your remarks 是个结构紧密名词短语,不能身首分家,应该全部用作被动语态的主语如下：

两种改法;
1）He is expected to be kept in the picture.
2）You are expected to keep him in the picture.
前者句子中 keep 的逻辑主语是 he,也就是说他被留在画面上,所以要把不定时也改为被动,而后者的逻辑主语是 you,keep 的行为是由 you 实施的,因此不能用被动.
10.I strongly desire that he will be punished 怎么会是I want him to be punished.
这是根据意思改动的,但严格地说不是把原句转化为被动语态,而是换了一种说法；如果把从句 that he will be punished 作为被动语态的主语就不用那样改动了：
It is strongly desired that he will be punished.
11.Will they permit anybody to take the book out of the library?
两种改法（后者最佳）：
1）Will anybody be permitted to take the book out of the library?
2）Will the book be permitted to be taken out of the library?
12.we must not allow anybody to violate the interests of the people.为什么不是allow后面加to be.
主要是看非谓语动词与其逻辑主语之间的关系,如果是主谓关系要用主动,如果是动宾关系就得用被动.改法如下：
1) The interests of the people must not be allowed to be violated.
2) Nobody must not be allowed to violate the interests of the people.
13.They decided for building the power plant later.我觉得是the power plant is decided for building later .为什么错的
decide for 此处的意思“他们赞成随后建造一个发电厂”,你把动名词短语 building the power plant（建造一个发电厂）肢解开来,依然是身首分家,这样肯定是不行的.改为：
1) It was decided for building the power plant.(it 是形式主语)
2) Building the power plant was decided for.
14.My children might be led astray in the forest.I’m worrying about it.
第一句已经是被动语态：我的孩子们也许被人在树林中引入歧途.
第二句可以改为：It is being worried about (by me) 这件事正被担心.
