Abstract According to the functions of small and midium sized enterprises to the economic development in different countries and the present situation of chinese own enterprises,this text is to emphasize the necessity of research on developmental strategy(in the aspects of existing envirenment,operating structure and social bebefit)and orientation (chinese condition,specifical features and the opportunities and challenges WTO brings) of chinese small and midium sized enterprises.As a result,the writer proposes ten requirements leading to the stratigic goals and seven characteristic modles to enforce their development.
