He thinks the government is going in the right direction.However,more urgent and strict policies need to be carried out,such as keeping ranchers off government land,setting up restrict roads to forest and providing economic funds for people who maintain land as forest.
I believe the first suggestion,keeping ranchers off government land,will be more effective.As the lands belong to the government,it is legal to ask ranchers stop raising cattles on such lands.While to the other two suggestions,they will also be very useful,however,which are lacking of efficiency.

   2. The most effective action is keep ranchers off the land. Because, as previously said, main reason for deforestation is to raise cattles and export beef. So keep ranchers off the land is more important.

      Because economic incentives are the most important ways to make people concern about the forest,it works best.
