In such a long sentence you can find the important problem is 'whether learners should further studies in foreign countries'.
Why don't start your sentence with most important issue? instead of using ' currently, with the rapid educational development, it has been a hot issue .....'
leaners is not a good option either, you'd better use 'young people'
You cannot say 'some people concerned a lot' because 'concern' means someone worries about another person for something (bad or negative) happen to him.
It would better to start as:
Should young men go abroard to continue their studies or not has become a hot topic recently in China. Many people believe studying abroad is a good chance for young people to open up their prospective and experience another country's culture and life.
