摘要: The current developing status and existing problems of primary land development in China were analyzed. Problems of primary land development mainly lies in the following respects: the position of main bodies and model of primary land development is unclear, the lack of specification for diversification development model, the finance risk concentrated on the bank led by a single financing model, the absence of legal rules and norms and government regulators. In view of the problems of the primary land development, those measures as follows should be taken to meet the requirements of the coordinating urban-rural sustainable development: the promotion of the legislation of primary land development, the specifying of the main body of primary land development, the definite principle of land income distribution, the establishment of primary land development rights, the improvement the financing mechanism and the improvement of supervision system.
