After China joined the WTO,our book retail industry have been facing intense challenge from foreign book retailers.As the leading book retailer in China,XinHua Book Shop facing problems rang from improper market targeting,inappropriate branchs position,small in business scale and lack in competitiveness.Moreover,low profits,insufficient capitals and bad management and so on.Under the market economy condition with the opening environment for publications,it is becoming obvious that the international and nationl market are merging together.therefore,strategic benefits are more important than present benefits,long-term strategies are more significant than short-term objects.Hence,the strategic reform of XinHua Book Shops' operating pattern is getting increasingly pressing.One question has been raised is "is there any possibility or necessity that the currently "self-governing" branchs of Xinhau Shops through out the country form a cooperative development?" another question is " whether the convertion from pure competion to "competition+cooperation" among different enterprises is a better model of development?"
