1、be on time 是祈使句,凡是祈使句都要用动词原形作谓语,be 也不例外.在这里,be 是系动词,on time 是表语,二者构成系表结构.另如：
Be calm.要沉着.（别激动）
Be a boy.要像个男子汉.（别孩子气）
2、祈使句也有主语,只不过这个主语指的就是说话的对方 you,因此 be on time 其实就是 you be on time 的省略,前者是一般的祈使语气,后者是加强语气的祈使句.不过,无论有没有 you 的出现,这个动词都的用原形,只有这样才能表示祈使语气.
3、on time 只是介词短语,没有动词构不成完整的句子,因此 please on time 是个残缺句子.

on time 是一个词组 adj.
please on time就没有谓语了
be是谓语
