我感觉你打字可能出错了,应该是 the number of 吧?你写成 numbers 了,不该加 s 的.如果我说对了的话,那这句话的主语就是 the number, 那谓语当然是用 is 啦.
一般来说,be to verb 是一种表示将来时态的用法,因为动词的不定式本身就是表示即将要发生的动作,含有将来的意味.
A项是一个非限定性定语从句,用在这里毫无疑问,是正确的.你的疑问在于B,可是B显然是变成了独立主格的用法,做了句子的伴随状语了呀,而且在后面的 each of them is set 也是错误的,这里不应该是个独立完整的句子,应该也和前面一样使用 being set 才对.

补充一下楼主新追问，第一题里面“个数很多”是客观描述，并不是说以前很多现在不多了；况且后半句也是用的are现在时，统一嘛~
第二题里面being set就是被动的独立主格，主动就是setting了。
