过去完成时一般情况下及与过去相比，过去的过去。
形式为had加上动词过去时
如果为be动词则为had been
被动就是had been done

已经做的事情，并不一定要用过去完成时。我们理解的“完成”，因为send是个一次性的动词，所以说出口的时候本身就已经是完成状态了。不像read等词，事情做了还有可能没做完。
楼主的句子在工作里使用的话，谁都能明白，不过其实用不了这么麻烦，过去时+被动就足够了。如果要强调“做完了”，用already，语气效果已经够了。如下：
