In today's world is a crisis-prone world.From the United States,"9 • 11" incident to "Katrina" hurricane,from the suburbs of Paris to Spain,a series of riots in the big bang,from the Indian Ocean tsunami disaster in South Asia earthquake,the Chernobyl nuclear power plant explosion from Ukraine to India Bhopal gas leakage from the SARS crisis in 2003 have still not quieted down to the "swine flu" crisis in a series of public events have shown that although more and more developed modern society,but very fragile,whether developed or developing countries,no country is absolutely safe,all kinds of public crisis can happen at any time.To deal with public crisis of any national government must face.Crisis response capacity of the public on the Government of each country a severe test.Looking at the history of the development of all countries is not difficult to see any country's development with the country's crisis management ability,and whether they can continue to overcome the crisis are closely related.And case studies to deal with public crises is crisis response in order to draw lessons learned,to enhance crisis response capabilities.

It is a world presently where crisis breakouts frequently.Although the modern society is more and more developed,but it is very fragile meanwhile.No country is absolutely safe no matter it is a developed or developing one.All kinds of public crisis can happen at any time,which has produced a severe,threaten to the common social profits and security in each country.Public crisis response is a problem that a government in any country has to face up to.How to well response public crisis is a severe test to every government.Why we do some research on the cases of public crisis solutions is that we need to extract some experience from realistic crisis solutions and improve our government's ability of crisis solutions.We can strengthen international cooperation through the research.The ways of our government working could also be improved.And a good image of government can be established too.The thesis has comprehended the framework of former related research productions.It has penetrated into the analysis of the typical case "Sanlu incident”.The thesis has emphasized what social duties that a government should assume while it responding to crises.It has stressed on the legal perfection for public crisis solutions.The theist has primarily discussed how to respond public crises.Some experiences of public crisis solutions are also summarized in the end of the thesis.
